The Faculty of Law at Tbilisi State University has resumed work on the Commentary on the Civil Code

Work on the new commentary on the Civil Code of Georgia has been ongoing since 2013. Its development was initially supported within the frameworks of projects implemented by the German Agency for International Cooperation (GIZ) and the United States Agency for International Development (USAID), aimed at supporting judicial independence, legal empowerment, and the rule of law (JILEP, PROLoG). 

 

Since 2019, the Faculty of Law at Ivane Javakhishvili Tbilisi State University - being the educational and research institution with the longest history and the most extensive human and organizational resources in Georgia - has taken over this long-term project. The Faculty has committed to ensuring the completion of the commentary, the publication of already completed parts, and, subsequently, the continuous updating of all volumes in line with judicial practice and developments in legal scholarship.

 

As of March 1, 2026, Associate Professor Tamar Zarandia has been appointed as Chair of the Editorial Board of the Civil Code Commentary.

 

At this stage, active work is underway: consultations with potential authors;

 revision and updating of already published volumes;

 development of the electronic platform and technical improvements;

 strengthening the involvement of the professional community.

 

The aim of the process is to complete and publish the remaining parts of the Civil Code Commentary, primarily through the involvement of the academic team of the Faculty of Law at Tbilisi State University.

 

Since its electronic publication, the Civil Code Commentary has become a key text in this field, equally important for practicing lawyers, academic researchers, and within university teaching. The project will continue to contribute to the development of Georgian civil law and to the deepening of professional discourse in this area.
